Anyone can launch a coin for any creator. Fees build up for the referenced account whether or not they have joined Stan yet.

Creator coin. Tied to a creator profile. Fees go to the profile, held until they claim, whether or not they have joined yet. No Stan launch fee. The coin type and the recipients are fixed forever once the coin is deployed.

Every launch also pays a launchpad fee of 0.0005 ETH. It goes to the launchpad, not to Stan.
